Rachel Slotter and Devin Frederick , students at Stephen Decatur Middle School, have won the 2007 Ocean City-Berlin Optimist Oratorical Contest. The students will compete in the Optimist Zone contest, to be held at the Wicomico Board of Education Building, in Salisbury. Local top finishers, pictured from left, are Slotter, first place; Emma Richardson, second; Raven Gramsbell, third; Hunter Harmon, third place; Razaak Eniola, second; and Frederick, first.
